Roseville City Council <br />Standing Rules of Procedure <br />April 16, 2001 <br />Rule 1 Regular Meetings <br />Regular meetings of the Council shall be held at the City Hall on the second and fourth Mondays of each month at <br />6:30 p.m. Appropriate notice and agenda information shall be available to the media, posted on the City Hall bulletin <br />board, on the City's WEB site and on government access cable television. Such meetings may be rescheduled from <br />time to time by action of the Council, when holidays or scheduling conflicts occur. <br />Rule 2 Regular `��ork Sessions <br />Regular Work Sessions of the Council for the purpose of discussion of issues before the City and not for the conduct <br />of regular business or taking of official action shall be held on the third Monday of each month at 6:30 pm. Special <br />Work Sessions may be held at other times with appropriate notice given to the media, posted on the City Hall bulletin <br />board and City's WEB site, and on Channel 16 on Cable TV government access cable television. Suchmeetingsmay <br />be rescheduled from time to time by action of the Council, when holidays or scheduling conflicts occur. <br />Rule 3 Special Meetings, Special Work Sessions and Executive Sessions <br />Special meetings for taking official action, special work sessions for discussing issues before the City without <br />taking official action, and executive sessions to discuss ongoing or pending litigation and other matters <br />authorized or required by law must be called at the request of at least two (2) members of the Council or the <br />Mayor. The City Manager may poll Council members as to availability when regular business activities may <br />require a Special meeting, Special Work Session or Executive Session. The City Manager will be responsible for <br />notifying all Council members and the public of ineetings as provided below. Only those items specifically <br />agreed upon in advance by at least 2 members of the City Council shall be considered. At least (3) calendar days <br />(72 hours) advance notice must be provided to all members of the Council and the public consistent with state <br />law prior to the holding of said special meetings, work sessions and executive sessions and such notice shah also <br />be posted on the City Hall Bulletin Board at least three (3) days in advance of the Special Meeting. <br />Rule 4 Emergency Meetings <br />Emergency meetings may be called at any time in accord with State law. <br />Rule 5 Cable Broadcast <br />Regular meetings of the Council shall be broadcast live on government access cable TV barring technical <br />difficulties where delayed broadcast may substitute. Other meetings of the Council may be cablecast at the <br />discretion of the Council. Rebroadcasting may occur as scheduling and resources permit. <br />Rule 6 Council Operations <br />The Mayor shall be the presiding officer or in his/her absence, the acting mayor. The City Manager, or his/her <br />designee, shall attend all council meetings and present all matters before the CounciL The City Manager shall be <br />the recorder unless otherwise designated by the Council. <br />
