Rule 17 Community Comment <br />Community comment shall be allowed for citizens to provide items of information to the Council that are not on the <br />agenda. Time allotment shall be tightly limited. All requests for City remedy or actions shall be referred to the City <br />Manager for investigation and reporting. No action will be taken on any matter presented to the Council that is not <br />on the agenda or placed on the agenda according to rule. <br />Rule 18 Acting Mayor <br />The Acting Mayor shall be appointed by the Council in January of each year. The position shall be rotated among <br />Council Members based on time of continuous service. The Acting Mayor shall be the Council Member with the <br />most time of continuous service on the CounciL If two ar more members have identical seniority, the appointment <br />shall be based on alphabetical order by last name. A Council Member may not serve as acting Mayor twice until all <br />other Council Members have been acting Mayor. A Council Member may decline the appointment for good cause <br />and maintain his/her place in the rotation for appointment the following year. <br />Rule 19 Council Liaison Assignments <br />The Council may appoint one ar more members to serve as liaison to outside boards, commissions, associations, joint <br />powers organization as it deems appropriate. The City Manager will present a list of requested appointments initiated <br />by the organization or as provided by agreement or contract or organizational by-law. Previous appointments shall <br />remain in place until successar(s) are appointed. <br />Rule 20 Attendance, Vacancy and Policing <br />The Council shall govern its conduct and adopt such policies, rules and regulations as necessary for the ethical <br />performance of its duties. No Council member who resigns or is replaced shall vote for his/her successor. Filling of <br />any vacancy shall be as provided by state law. In the event of a member's inability or refusal to serve, a vacancy may <br />be declared by the council when the officeholder is unable to serve in the office or attend council meetings for a 90- <br />day period because of illness, or because of absence from or refusal to attend council meetings for a 90-day period. If <br />any of the preceding conditions occur, the council may, after it has by resolution declared a vacancy to e�st, fill the <br />vacancy at a regular or special council meeting for the remainder of the unexpired term or until the person is again <br />able to resume duties and attend council meetings, whichever is earlier. When the person is again able to resume <br />duties and attend council meetings, the council shall by resolution remove the temporary officeholder and restore the <br />original office holder. <br />Rule 21 Adoption and Amendment of Rules <br />These rules shall be adopted each January or as soon thereafter as practicaL The in-place rules will continue to <br />govern until amended or replaced. Any proposed amendment to the rules shall be made in writing and adopted by <br />resolution of the City CounciL There shall be a waiting period for public comment and the conduct of additional <br />research of at least two weeks between the initial presentation of any proposed revision to the rules and the final vote <br />unless waived by unanimous vote of the Council. <br />4 <br />
