2.6 If the Council approves submission to the EQB on April 23, the Twin Lakes AUAR document would be submitted to the Minnesota EQB by May 7 for publication in the EQB Monitor on May 14. In addition, the city would advertise the Twin Lakes AUAR availability for public review in the official city newspaper, include information in the Roseville News Fax, and will specifically notify all property owners within the boundary of the Twin Lakes Redevelopment Area by mail. 2.7 Assuming the is were published on May 14, the public comment period would be over June 13. The staff and consultants will prepare a response to all of the comments received shortly after June 13. 2.8 The City Council will then hold a public hearing on June 25th to present the draft AUAR, the comments that were received and the responses to those comments. At the close of that public hearing, the City could then act on revising and redistributing the Final AUAR, probably at the same June 26�' meeting. 2.9 Assuming the AUAR findings, mitigation plan and final approval of the Comprehensive Plan amendment incorporating the Twin Lakes Master Plan of Year 2001 are approved in late June and early July, the Council will then have to make the hard decisions about when (or whether) to build the Parkway and which funding sources will be used. 3.0 Staff Comment 3.1 Staff has reviewed the draft AUAR and will continue to work with DSU to clean up minor te�t changes as needed prior to the May 7 deadline for publication to the EQB. Council comments and suggestions can be added to the document up to May 6. 3.2 During the AUAR process, from Apri1231d through June 26th, the AUAR effectively prohibits the City from issuing permits for new buildings in the area being studied. 3.3 All of these documents and discussions are part of an open public dialogue that includes a notification to all property owners and legal notices for the required hearings. Written responses to the AUAR will be encouraged at all times to ensure that the comments are included in the final document. 4.0 Suggested Council Action 4.1 By the attached resolution, approve the submission of an Alternative Area-Wide Urban Review (AUAR) for the Twin Lakes Business Park Master Plan of 2000 on May 7, 2001 to the Environmental Quality Board (EQB) for publication on May 14, 2001 for review and public comment per Minnesota rules chapter 4410.1500 and 44103610 subpart 5. 4.2 By motion, set a public hearing for June 25, 2001 to present the draft AUAR and review the comments that were received and the responses to those comments as part of the public comment period.
