Department Approval: <br />� <br />REQUEST FOR COUNCIL ACTION <br />1�Ianager Reviewed: <br />DATE: OS/07/O1 <br />ITEM NO.: F-1 <br />Agenda Section: <br />Reports <br />Item Description: Resolution approving MN/ Dot Joint Powers Agreement for Highway 36 <br />Drainage Study. <br />Background: Over the past 2 years, the Minnesota Department of Children, Families, and <br />Learning (CFL) Building at 1500 Commerce Street has had flooding in its basement twice. In <br />the interest of addressing this concern, the City, MN/Dot, and Wellington Management (the <br />building owners) have joined together to determine what can be done to prevent this from <br />happening in the future. <br />The existing culvert that conveys storm water from south of Hwy 36 to Zimmerman Lake is <br />not large enough for High Intensity storms. The City has proposed to install an additional <br />culvert to increase the capacity. In order to install this pipe, we would need to obtain approval <br />and a cost share commitment from MN/DOT. The State's Metro Division Waters Edge <br />building is the downstream recipient of the drainage coming through the Highway 36 culvert to <br />Zimmerman Lake. The basement level of the Waters Edge building is close to the 100-year <br />flood elevation of Zimmerman Lake. The State's Metro Division Water Resources <br />Engineering office is requiring that the drainage to the culvert be modeled using XP-SWMM, <br />a computer program which will give more accurate results than the HydroCAD study <br />previously performed by the City. This is needed to determine the flooding danger for this <br />building should an additional culvert be installed under Highway 36. <br />Financial Implications: H. R. Green, one of the City's Engineering Consultants, is working <br />on the XP-SWMM modeL The total cost for this investigation is $15,000. The City, <br />MN/DOT, and Wellington Management are splitting the cost equally 3 ways. <br />Policy objectives: MN/DOT requires a Joint Powers Agreement to share in the cost of this <br />study. By approving the attached agreement, the City will be able to receive the State's share <br />of the total cost. <br />RECOMMENDED COUNCIL ACTION: <br />Adoption of a resolution that approves a Joint Powers agreement between MN/Dot and the <br />City of Roseville for ProfessionaU Technical Services. <br />Prepared by: Debra Bloom <br />
