Department Approval
f"'"
1
Request for Council Action
Manager Approval

Item Description: Proposed Administrative Fine Increases
Date: May 14, 2001
Item Number: C- 3
Agenda Section
Consent Agenda
Backround: Administrative offense procedures were established to provide the public and the City of
Roseville with an informal, cost effective and expeditious alternative to traditional criminal charges for
violations of certain ordinance provisions.
In reviewing our administrative fine schedule with both the County and the State, we have discovered that we
are way below their posted fine schedules.
In an effort to cover the cost of issuing the citation and bear a direct relationship to the severity of the offense
we are recommended changes in the below listed fine structure.
Violations Current Fine Proposed Fine County/State Fine
Display/Discharge Weapon $ 5 0 $100 1Tisd 90 days and
not more than $700
Fireworks; use / Possess
Seatbelt
Expired Vehicle Plates
1Tissing Plate/tabs
Dlegal Parking
$25
$10
$20
$10
$10
$50
$25
$35
$35
$15
Same as above
$55
$50
$50
$15
In conclusion we have talked about changing our fine schedule for some time. The citations could be updated
by placing stickers with the new information over the current fine schedule.
I believe that officers would be more likely to issue Administrative Citations if the fine were more in line with
the severity of the violation.
Staff Recommendation:
City Council authorization to change the current fine schedule to reflect the pre-mentioned proposed changes.
Council Action Requested:
Motion to authorize the changes in the current Administrative Fine Structure to reflect the proposed fine
recommendations.
