REQUEST FOR COUNCIL ACTION <br />Department Approval: 1�Ianager Reviewed: <br />l � <br />Item Description: Award of bid for 2001 PMP Contract A <br />DATE: 5/ 14/0 1 <br />ITEM NO.: F - � <br />Agenda Section: <br />Reports <br />Background: As part of the 200 1 Pavement Management Program, the City Council held public <br />improvement hearings on February 12 & 26, 2001, and approved projects for construction this summer. <br />Projects have been grouped into manageable construction contracts. Bids were solicited during the <br />month of April. The bids for 2001 Contract A were opened on Tuesday, April 24, 2001. Based on the <br />bids received, staff recommends awarding the following work: <br />2001 Contract A: <br />P-ST-SW-01-10 Neighborhood 15 <br />P- O 1- 0 4 Mill & Overlay <br />Neighborhood 17 <br />Neighborhood 4 l <br />Josephine Road, Hamline Avenue to Lexington Avenue <br />Aglen Street, Woodhill Ave to County Road C2 <br />Grandview Avenue, Cul-de-sac to Rice Street <br />Matilda Street, Cul-de-sac to County Road B2 <br />Woodbridge Street, Rice Street to Grandview <br />Woodbridge Circle, Minnesota to Cul-de-sac <br />Staff worked with the Josephine Road Taskforce members on surface treatment alternatives for the proposed <br />concrete pathway included with this project. We had one alternate included in the bid as their preferred <br />option. This consisted of incorporating a stained and impressioned pattern on the concrete at intervals along <br />the sidewalk. The crosswalks would consist of the same color and pattern. The alternate came in within the <br />prescribed budget, therefore, we will be able to include this as a part of the project. <br />Policy objectives: Based on past practice, the City Council has awarded the contract to the lowest <br />responsible bidder. In the case of 200 1 Contract A, the lowest bidder is T.A. Schifsky & Sons, Inc. of North <br />St. Paul, Minnesota. <br />Financial implications: We received five bids for 200 1 Contract A. The low bid submitted by T. A. <br />Schifsky & Sons, Inc. is $676,500.55 or 18% lower than the engineer's estimate of $827,758.01. The <br />following is a list of the bids received: <br />
