REQUEST FOR CITY COUNCIL ACTION <br />DATE: OS/1 4/00 <br />ITEM NQ� -1 <br />De���t Approval: Manage� ��proved: Agenda Section: <br />� LAND USE <br />Item Description: Roseville Mobile Home Park: Temporary RV Parking (PF3225) <br />1.0 REQUEST <br />Robert Larson, President of 5005 Properties Inc., which owns Roseville Mobile Home Park has <br />requested a temporary permit to relocate four seasonal Recreational Vehicle (R� spaces to the <br />rear, southwest portion of the site pending Council approval of a PUD to reorganize the Mobile <br />Home Park In place of the Lexington Avenue RV site, the owner proposes four new doublewide <br />manufactured units. <br />2.0 BACKGROUND <br />The Mobile Home Park has had RVS parked on the site since the early 1970's (as evidenced by <br />the aerial photos at that time). No formal permit has been found that allowed the RVs on the site. <br />The Mobile Home Ordinance was adopted in 1975 and amended in 1995. The mobile home <br />Code (Section 1004.09) does not provide direction regarding Seasonal Recreation Vehicle <br />Spaces. <br />3.0 HISTORY AND ALTERNATIVES <br />According to Mr. Larson, the RV owners had previously been given a commitment to locate in <br />Roseville. The request is for limited RV parking of four units on the southwest site for the 2001 <br />season only assuming the Council approves issuance of a temporary permit by staff. <br />3.1 If the PUD currently being reviewed by the Planning Commission were approved by the <br />Council, the four RV spaces would become permanent. <br />3.2 If the Council chooses to not approve the PUD, the seasonal RVs would be removed from <br />the site permanently by November 15, 2001 (end of the 200 1 season). <br />3.3 Should the Council chose to not approve the request far temporary RV seasonal parking, no <br />RV parking permit would be issued, and the seasonal units would not be allowed on the site <br />by the City. <br />4.0 STAFF RECOMMENDATION <br />Staff recommends approval of a temporary seasonal permit for parking of the four RV units until <br />November 15,200 l, subject to review of utilities and life safety Code compliance issues. If the <br />PUD were eventually approved, it would supercede this temporary permit and resolve the <br />seasonal parking issue permanently. <br />5.0 SUGGESTED COLINCIL ACTION <br />By motion, approve a temporary seasonal RV parking permit for four (4) pads to be located in the <br />southwest comer of the Mobile Home Park Site, subject to utility and life safety Code <br />compliance; with the seasonal 4 unit RV permit to expire November 15, 2001 at which time the <br />units will be removed from the site or adhere to the requirements of a new Planned Unit <br />Development Zone. <br />Attachments: Letter dated April 25, 2001; Map of the site <br />Q:\Planning Files�3225_MobileHomeParklRCA_MobileHomeTempPmt_051401.doo <br />PF3225 RCA 05.14.01 <br />
