CRS-2 asphalt decreased 12% from the 2000 bids. Overall, they represent <br />an increase in cost for maintenance materials for 200 1. The bituminous materials and oil markets <br />have held somewhat level this past year. Historically, this market is very volatile. The bids are <br />higher than we have been accustomed to but may never return to previous levels. Acceptance of <br />the low bidder is recommended in each case except for bituminous materials, maintenance <br />programs will be reviewed to try to keep overall costs within budget. <br />Bituminous materials are picked up at the mixing plant by City staff with City trucks. This makes <br />location of the asphalt plant very important when determining lowest overall cost to the City. The <br />
