REQUEST FOR CITY COUNCIL ACTION
DATE: OS/21/O 1
ITEM NO: I-1
proval: Manager Approved: Agenda Section:
/ LAND USE
Ifem Description: A request by Midland Hills Country Club for a variance from Section
10 16.17C 1 a(Permitted Water Oriented Accessory Structures), Section
1016.22A1 (Non-Conformities), and Section 1010.02 (Eterior Finish) of
the Roseville City Code to construct an addition to the existing pump
house adiacent to Walsh Lake (PF3308)
1.0 REQUESTED ACTION
1.1 Midland Hills Country Club, 2001 Fulham Street, is requesting variances from Sections
10 16.17G 1 a, 1016.22A, and 10 10.02 of the Roseville City Code to allow the construction
of a 16-foot by 20-foot addition onto the existing pump house adjacent to Walsh Lake.
The variances include:
■ Approval of a pre-existing non-conforming water oriented accessory structure of
520 square feet;
Approval for a 320 square foot addition onto the water oriented accessory
structure; and
Approval for a painted eterior finish to match rock-faced masonry block.
2.0 REVIEW of REQUEST
2.1 Section 10 16.22A 1(Non-Conformities) stipulates that non-conformities can continue but
are subject to applicable State Statutes and City Ordinance regarding alterations, repair
after damage, discontinuance of use, and intensification of use. The pump house adjacent
to Walsh Lake was constructed before shoreland regulations were adopted by the City of
Roseville. In order for this structure to be conforming to the Code a variance for its
esting size and location is required.
2.2 Section 10 16.17C 1 a(Permitted Water Oriented Accessory Structures) allows a 250
square foot water oriented accessory structure to be constructed 10 feet fTOlri the ordinary
high water level. The existing pump house structure with the addition will be 840 square
feet in size. A variance is needed to allow the addition necessary for the new irrigation
pumps.
2.3 Section 10 10.02 (Exterior Finishes) does not allow a painted building surface. The
existing structure is constructed with color impregnated rock faced masonry units.
However, the Midland Hills has indicated that it is unable to find a matching block and
desires to construct and paint the structural wall a uniform color. A variance is required
to allow paint or stain of the block surface.
PF3308 — RCA (052101).doc Page 1 of S
