R Vparking was a winter parking area that benefited both R Us and residents. He is waiting for a <br />conclusion to the seasonal R V issue. He was unaware of di�culty with R V owners (they are <br />older, have no pets, and have only one car). Only one non-RV vehicle has been parked in front of <br />the Mobile Home Park (a pick-up t�uck). <br />There were no further comments; Chair Rhody closed the hearing, <br />Chair Rhody said he supported a PUD; improvements are needed and this is a good start. <br />Member Olson agreed The play area should be more cent�ally located. Landscaping should <br />replace fence screening. R Us should be reviewed. <br />Member Wilke found the concept to be an excellent idea. This would be more proactive work by <br />the owners. Evergreens should be used to landscape the edges. This is a great start. Member <br />Cunningham concurred; he pointed out the Park" was there first. This site should be improved <br />beautified with vegetation and berming. He agreed with Chair Rhody that the owners should <br />meet with and plan with the residents. He suggested studying the cost of increasedparking, with <br />ferver R Us. Member Rhody encouraged innovation. <br />Chair Rhody supports owner and resident planning. <br />81 The Commission recommended approval of a zoning amendment from the existing `B-3" <br />(General Business) and "R-2" (Two Family) zoning districts to a mixed use residential <br />planned unit development (R-PUD) with an underlying zoning of "R-8" (Mobile Home <br />Park) which allows a mix of manufactured housing, traditional housing, and limited <br />seasonal recreational vehicle parking and accessory uses within the (9.1 acre) property <br />known as the Roseville Mobile Home Park located at 2599 Lexington Avenue based on <br />the findings outlined in Sections 6.0 of this report and the comments from their public <br />hearing and discussion. <br />8.2 The Commission also recommended approval of the GENERAL CONCEPT <br />DEVELOPMENT PLAN that establishes design standards and development parameters <br />under which the Roseville Mobile Home Park must develop or redevelop on the 9.1 acre <br />parcel, located at 2599 Le�ngton Avenue. The Commission understood that the effective <br />date of such a planned unit development would not occur until after the application <br />submission and final approval of the planned unit development agreement and <br />publication of the PUD ordinance. No new construction may occur before the effective <br />date of the ordinance, except as approved by the Council. <br />9.0 SUGGESTED COUNCIL ACTIONS <br />9.1 By motion, offer a first reading of a zoning amendment from the e�sting `B-3" <br />(General Business) and "R-2" (Two Family) zoning districts to a mixed use residential <br />planned unit development (R-PUD) with an underlying zoning of "R-8" (Mobile Home <br />Park) which allows a mix of manufactured housing, traditional housing, and limited <br />seasonal recreational vehicle parking and accessory uses within the (9.1 acre) property <br />known as the Roseville Mobile Home Park located at 2599 Lexington Avenue based on <br />the findings outlined in Sections 6.0 of this report, and the Planning Commission <br />comments from their May 9, 2001 public hearing and discussion. <br />PF3225 RCA (052101) Page 8 of 10 <br />
