■ A detailed natural resources inventory of these sites <br />� Step by step management strategies for each site <br />■ Identification of greenway corridors within Roseville and connecting to <br />neighboring cities. <br />■ Water quality assessment of lakes and ponds within each site <br />■ Invasive plant species identification and a resource plan for control and/or <br />eradication <br />■ Graphic representation of inventory and management issues using GIS <br />■ Lake and watershed assessment including the MLCCS cover type for all of <br />Roseville <br />■ Additionally, the Ramsey Soil and Water Conservation District would be <br />partnering with the City of Roseville in the grant application to complete <br />the MLCCS for Roseville. <br />Pnl ICY nAJFC:TIVF <br />The grant is consistent with the policy of leveraging other public and private resources to <br />obtain funding to offset the costs of development. It is also consistent with the Roseville <br />Parks and Recreation System Plan and the City's efforts as outlined in the Vista 2000 <br />goals to improve our environment through the protection and improvement of our natural <br />resources. It is also consistent with our efforts to partner with other agencies. <br />INANCIAI IMPI CATInNS <br />The City must provide matching funds of $24,446 if the grant is accepted. There is $29,000 <br />included in the proposed 2001 Park Improvement Program (PIP) for this item. The total <br />cost of planning services to Bonestroo, Rosene and Anderlik per the attached outline is <br />49,776 ($24,446 from the DNR). <br />STAFF RFCnMMFNDATI�N <br />Based on 1) the recommendation of the City of Roseville Parks and Recreation <br />Commission, 2) the Parks and Recreation System Plan, 3) the Roseville Vista 2000 Plan, <br />4) the numerous natural resource issues identified by citizens in the last several years, 5) <br />and the opportunity to accomplish these goal by leveraging the additional funding from the <br />State of Minnesota, staff recommends that the City accept a grant from the Minnesota <br />Department of Natural Resources Metro Greenway Program for a Metro Greenways <br />Planning Grant for $24,230 for the development of a Natural Resources Inventory and <br />Management Plan and that the City enter into an agreement with Bonestroo, Rosene and <br />Anderlik for the services outlined in the attached proposal. <br />Cn 1N .II AC;TIn R CJ lFST D <br />1. Authorization for acceptance of a grant from the Minnesota Department of Natural <br />Resources Metro Greenway Program for a Metro Greenways Planning Grant for <br />the development of a Natural Resources Inventory and Management Plan for <br />Roseville. <br />2. Authorization for the City Manager to enter into a contract with Bonestroo, Rosene <br />and Anderlik for planning services as outlined in the attached proposal in the <br />amount of $49, 776 with $24,446 from the DNR and the remaining $25,330 from the <br />2001 PIP. <br />
