water bodies as a result of the improvement.
The report estimates the cost of Option 3 at $450,000. This is only construction cost; it does
not include engineering and administration. These costs would bring the total project cost to
appromately $600,000. We have looked at the contributing watershed for Zimmerman Lake
and determined the drainage areas as well as runoff volume for each of these areas. We are
proposing a cost share for this project based on the contributing runoff. Please see the
attached table for a proposed cost share for this project. 85 % of the contributing runoff is
from the City of Roseville, this equates to a cost of $513,155.45 that would be funded by our
storm water utility fund.
Financial Implications: The cost of a feasibility report would be financed through the storm
water utility fund. We are receiving quotes from our consultants for a total cost of this report.
This information will be presented at the meeting on Monday night.
Policy objectives: A feasibility report would better define the costs of construction,
engineering and administration. It would also refine the financing of the project. Ordering a
feasibility report does not approve the project, instead it allows for a more detailed analysis of
the proposed alternative.
RECONIlVIENDED COUNCIL ACTION:
Authorize the preparation of a feasibility report for the Zimmerman Lake Drainage Improvement.
Prepared by: Debra Bloom
