��JL�1L�� Request for Council Action Date: June 11, 2001 Item Number: J-1 Department Approval Manager Approval Agenda Section Ordin,ance si'�,e�olutions Item Description: FIRST READING Authorize Youth Commission Positions Back�round: Early in 2001, the City Council expressed interest in establishing youth commission positions on Roseville Commissions. Staff reviewed the matter with the City Attorney. Following legal analysis, the City Attorney advised that youth positions would be appropriate for Ethics, Human Rights and the Parks and Recreation Commissions. In late March 2001, the Acting City Manger and Mayor met with School District 623 representatives to discuss the idea of youth serving on City Commissions and requested assistance in securing young people to volunteer for the positions. Prior to appointing youth members, the City Council must amend the enabling language for these Commissions. The City established the Human Rights and Parks and Recreation Commissions by ordinance and the Ethics Commission by resolution. As such, this action provides for the First Reading of the ordinance amendments to the Human Rights and Parks and Recreation Commissions enabling language. The current form of the amendments provides for youth ex officio members pursuant to the City Attorney's recommendation. As such, the youth commissioners would participate in any commission discussions. However, these commissioners would not have the authority to vote. As the action is a First Reading, the City Council may request revisions to the proposed amendment to create youth positions with voting authority. Following City Council action, staff will prepare the necessary documents to conduct the second reading of the ordinance amendments and bring forth an additional resolution to establish the three youth commission positions for the next regular meeting of June 26, 2001. Financial implications Not applicable. Staff Recommendation Hold a First Reading of an Ordinance Amending Title II, Chapter 203 and 204, of the Roseville City Code Relating to the Composition and Membership of the City Parks and Recreation and Human Rights Commissions, Providing for the Appointment of Ex Officio Youth Commissioners.
