���JL�1L�� <br />Request for Council Action <br />Date: June 11, 2001 <br />Item Number: J-1 <br />Department Approval Manager Approval Agenda Section <br />Ordin,ance si'�,e�olutions <br />Item Description: <br />FIRST READING <br />Authorize Youth Commission Positions <br />Back�round: <br />Early in 2001, the City Council expressed interest in establishing youth commission positions on Roseville <br />Commissions. Staff reviewed the matter with the City Attorney. Following legal analysis, the City Attorney <br />advised that youth positions would be appropriate for Ethics, Human Rights and the Parks and Recreation <br />Commissions. <br />In late March 2001, the Acting City Manger and Mayor met with School District 623 representatives to <br />discuss the idea of youth serving on City Commissions and requested assistance in securing young people to <br />volunteer for the positions. <br />Prior to appointing youth members, the City Council must amend the enabling language for these <br />Commissions. The City established the Human Rights and Parks and Recreation Commissions by ordinance <br />and the Ethics Commission by resolution. As such, this action provides for the First Reading of the <br />ordinance amendments to the Human Rights and Parks and Recreation Commissions enabling language. <br />The current form of the amendments provides for youth ex officio members pursuant to the City Attorney's <br />recommendation. As such, the youth commissioners would participate in any commission discussions. <br />However, these commissioners would not have the authority to vote. As the action is a First Reading, the <br />City Council may request revisions to the proposed amendment to create youth positions with voting <br />authority. <br />Following City Council action, staff will prepare the necessary documents to conduct the second reading of <br />the ordinance amendments and bring forth an additional resolution to establish the three youth commission <br />positions for the next regular meeting of June 26, 2001. <br />Financial implications <br />Not applicable. <br />Staff Recommendation <br />Hold a First Reading of an Ordinance Amending Title II, Chapter 203 and 204, of the Roseville City Code <br />Relating to the Composition and Membership of the City Parks and Recreation and Human Rights <br />Commissions, Providing for the Appointment of Ex Officio Youth Commissioners. <br />
