0 <br />REQUEST FOR COUNCIL ACTION <br />DATE: 06/26/0 1 <br />ItemNo: <br />HEARINGS <br />Item escription: Public Hearing to Consider findings of Alternative Urban Areawide <br />Review (AUAR), Acceptance of a Mitigation Plan and Amendment to <br />the Comprehensive Plan for the Renewed Twin Lakes Master Plan <br />mF3z3�� <br />1.0 REQUESTED ACTION <br />1.1 A public hearing has been scheduled to hear comment regarding the Alternative <br />Urban Areawide Review (AUAR) for the Twin Lakes Business Park Master Plan and <br />to consider a Comprehensive Plan amendment for the Twin Lakes area from <br />"Business" and "Industrial" to a new designation of "Business Park" <br />1.2 After the close of the public comment hearing the Council may decide to approve the <br />mitigation plan that addresses any potential adverse environmental impacts identified <br />in the AUAR process and to approve the amendment to the comprehensive plan for <br />the Twin Lakes Business Park area. <br />- 2.0 BACKGROUND <br />2.1 On 7anuary 8, 2001, the City Council approved a master plan concept for the Twin <br />Lakes Business Park, which constituted a conceptual comprehensive plan amendment <br />to the Twin Lakes Master Plan. <br />2.2 On February 12, 2001, the City Council directed staff to complete contracts for the <br />Twin Lakes AUAR study by two consulting firms, DSU and SRF. <br />2. 3 On February 24, 200 1, the City Council directed staff to officially commence the <br />Twin Lakes AUAR study of the recommended "concept — scenario 1" and "retail <br />scenario — scenario lA" amendment to the Comprehensive Plan for Twin Lakes using <br />the services of consultants SRF and DSU. <br />2.4 On May 7, 2001 the City of Roseville completed and filed the AUAR for Twin Lakes <br />with the Environmental Quality Board (EQB) for publication on May 14 for a <br />required 30 day comment period that expired on 7une 13,200 1. <br />2. 5 The purpose of the AUAR is to review environmental issues (for atl redevelopment <br />properties) in Twin Lakes such as traffic, water storage and drainage capacity, air <br />quality, infrastructure improvements, landscaping design plan, parking etc. Upon <br />completion of the AUAR a mitigation plan is prepared that outlines the ways the <br />community will address environmental impacts based upon the redevelopment plan. <br />If the mitigation plan is approved, the City is the Responsible Government Unit <br />PF3232 — RCA(062601) Page 1 of 6 <br />
