(Included <br />for 2003-04) <br />17) Develop a road design and signage plan for intersection areas that resolve the <br />disorder, confusion and hazard of the traffic and circulation system. <br />18) Provide convenient and safe access to Twin Lakes from the interstate highway <br />system along Cleveland Avenue. <br />a) Request the Minnesota Department of Transportation and Ramsey County to <br />analyze the need for an improved connection between I-3 5 W and County Road C <br />so that travelers on "C" eastbound can access Twin Lakes and Rosedale via <br />Cleveland Avenue. <br />b) Request that the NTinnesota Department of Transportation, Ramsey County, and <br />Roseville Public Works improve the aesthetics and directional signage of <br />interchanges and Cleveland and County Road C to portray a positive image of <br />the City and the Twin Lakes Redevelopment Area. <br />19) Improve the balance between automobiles and other modes of transportation, such as <br />transit, bicycle and walking (along County Road C and on Cleveland). <br />a) Require new projects to meet on-site parking requirements, sidewalks and bus <br />stops supported by frequent and direct bus service. Analyze the need for parking <br />ramps and City participation on all new "clusters" of redevelopment. <br />b) When the railroad right-of-way south of "C" is vacated in the future, a portion <br />should be used for transit and right-of-way expansion, with the remainder to be <br />used to add green space and to consolidate driveway entrances onto "C". <br />c) Encourage the continued and increased coordination of bus service between <br />Rosedale and the Twin Lakes Business Park via the Roseville Circulator and <br />other Metro Transit bus routes. <br />d) Develop incentive programs which encourage employers to institute fle�ble <br />0 <br />
