3.0 SACKGROUND • PROPOSAL <br />3.1 Last winter's snow damaged the roof of Mr. Telstad's 17 foot by 10 foot (170 square <br />foot) accessory building. In so doing, Mr. Telstad determined it would be more <br />appropriate to replace than repair the existing accessory building. <br />3.2 Mr. Telstad contacted the City and was notified he would need a number of variances in <br />order to replace the small accessory building. <br />3.3 The small accessory building lies on the east side of the parcel appro�mately one foot <br />from the property line. Accessory structures require a minimum five-foot setback from a <br />side or rear yard property line. <br />3.4 Mr. Telstad's parcel also contains a large 28 foot by 38 foot (pre-e�sting non- <br />conforming 1064 square foot) detached accessory building adjacent the east property line <br />and an attached 20 foot by 30 foot garage (north side of home) and two separate <br />driveways, accessing Lydia Avenue. <br />4.0 VARIANCE REVIEW <br />4.1 Staff has determined that the small accessory building requires a variance from Section <br />1004.O1A8 (Minimum Setback) because the e�sting structure lies appro�mately four <br />feet into the required five foot setback. <br />4.2 Staff has determined that the parcel currently contains 1,834 square feet of accessory <br />building area. The house footprint is 1,140 square feet, thus a variance is necessary from <br />Section 1004.O1A5 (Overall Area). <br />4.3 Staff has determined that the required rear yard area for this parcel is 1,057 square feet, <br />on which the property currently has 1,234 square feet of accessory building area. As <br />such, a variance is necessary from Section 1004.O1A3 (Detached Accessory Building <br />Size Limit). <br />4.4 Staff has determined that a variance is necessary from Section 1004.O1A4 (Requirements <br />far Increasing Ma�mum Size) because the two detached accessory buildings, with 1,234 <br />square feet, exceed the conditional use permit ma�mum allowance of 1,008 square feet. <br />4.5 Staff has determined that the parcel has a maximum impervious surface coverage of <br />5,432 square feet. The e�sting improvements on the parcel total an estimated 5,546 <br />square feet of impervious surface area for which a variance is necessary from Section <br />1004.0 lA6 (Maximum Tota1 Surface Area). <br />PF33I0 Rca �0626o i� -page 2 of 4 <br />
