REQUEST FOR COUNCIL ACTION <br />�L���f�if��c�i[��il <br />ITEM NO: F-1 <br />Department Approval: Manager Reviewed: Agenda Section: <br />1 �"�� Re po rts <br />�.�X �- • �'�'�-�' <br />Item Description: Authorization to Modify Contract for Catering Services at the Roseville <br />Skating Center. <br />BACKGROUND <br />In October of 2000, the City Council modified the Skating Center policy relating to the use <br />of caterers by allowing any licensed food caterer to work at the Skating Center. At the <br />time, the exclusive agreement with Suzanne's Catering for serving alcohol was not <br />changed. During the past 6 months, staff has worked with the City Attorney to investigate <br />the requirements for opening up the serving of alcohol at the Skating Center banquet <br />rooms to other licensed caterers. There have been numerous requests from prospective <br />clients for using other caterers to dispense alcohol. Staff is recommending a change in the <br />policy to allow any licensed caterer with the appropriate liquor license and dram shop <br />insurance to serve alcohol by permit and following all other existing policies at the Roseville <br />Skating Center. (see attached policy) <br />POLICY OBJECTIVE <br />The proposal to modify the current policy is consistent with the original concept plans for <br />the Skating Center catering operations and the project goals of providing quality spaces <br />and services and the policy of providing the most accessibility by citizens to City facilities at <br />the most affordable rates possible. <br />FINANCIAL IMPLICATIONS <br />The proposed change would eliminate any percentage in catering operations for alcohol <br />but would instead provide a direct fixed charge as per the attached rate schedule. It is <br />anticipated that net revenues for the catering operation will increase because it is <br />expected that overall rentals will increase without any catering restrictions. <br />STAFF RECOMMENDATION <br />Based on the policy of providing quality spaces and services and the policy of providing <br />the most accessibility by citizens to City facilities at the most affordable rates possible, <br />staff recommends that the City Council modify the current policy for catering services to <br />allow all qualified caterers with appropriate licensing and insurance to provide food and <br />alcohol service at the RSC and to cancel that portion of the current contract for liquor <br />service with Suzanne's Cuisine at the Roseville Skating Center. <br />COUNCIL ACTION REQUESTED <br />Motion authorizing the modification of the current policy for catering services to allow all <br />qualified caterers with appropriate licensing and insurance to provide food and alcohol <br />service at the RSC and to cancel that portion of the current contract for liquor service <br />with Suzanne's Cuisine at the Roseville Skating Center. <br />
