B. The plight Of the land owner is due to circumstances unique to the property not <br />created by tEte land owner: The circumstances contributing to the Peterson <br />request arc caused by activities that occur at the National Guard facility. <br />C: The variance, if grattted, will not alter the essential character of the locality: <br />The proposed six foot ta11 fence will not specifically alter the essential character <br />or the locality, nor adversely affect the public health, safety, or general welfare, of <br />the city or adjacent properties. <br />4.0 STAFF RECOMMENDATION <br />4.1 Based on the findings outlined in Section 3 of this report, staff recommends approval of <br />the request for a variance from Section 1012.02b2 of the City Code, to allow an <br />increase in the fence height from four feet to six feet for the front yard of properiy located <br />at 222 North McCarrons Boulevard, subject to <br />A. The wood fence must be set back a minimum of three feet from the front property <br />line. <br />B. The applicant must work with City Staff to incorporate additional landscaping <br />(trees, shrubs, and perennials) adjacen�McCarrons Boulevard to break-up long <br />expanses of fence and augment the e�sting landscaping. <br />C. The applicant must work with City Staff to determine whether the fence must be <br />constructed at an angle to provide better view of North McCarrons Boulevard <br />when backing out of both garages. <br />D. The fence must be constructed of cedar or redwood, or stained an earth tone color <br />to accent the stone and wood material installed as a component of the recent <br />North McCarrons Boulevard reconstruction project. <br />E. The property owner must work with City Staff to verify the front properiy line <br />either by exposing the properiy corner pins or by the provision of a survey prior <br />to the issuance of a building permit. <br />5.0 PLANNING COMMISSION ACTION <br />S.1 On 7uly 11,200 l, the Roseville Planning Commission Held the public hearing regarding <br />the Peterson request. At the hearing no citizens addressed the Commission. Mr. and <br />Nlrs. Peterson �vetc present to ask questions regarding the conditions of approval. The <br />City Planner clarified the questions (see attached draft minutes). <br />5.2 The Commission recommended (7-O) to approve the Peterson request for a variance to <br />Section 1012.02�2 of the Roseville City Code, based on the findings in Section 3 and the <br />conditions (as modified at the meeting) in Section 4 of the project report dated July 11, <br />2001. <br />PF3321 — RCA (072301) Page 3 of 4 <br />
