McCarrons Blvd. Roseville, MN 551136924 (651) 488-0318 Complete Legal Description of Property Involved That part of Lot 32, Thomtons Subdivision of the N.E. 1/4 of Section 13, Town 29, Range 23, lying northerly of a line 217.00 feet north of the most southerly line of said Lot 32 and its westerly e�ension, as measured at right angles thereto and parallel with said most southerly line, and lying east of the west 85.00 feet thereof, according to the recorded plat thereof. 9. A. Narrative The property located at 222 N. McCarrons Blvd. is located directly across the street from the Minnesota Army National Guard Recruiting and Retention Command Center. The entire front of the property faces the Center. A variance to the fence height restriction of four feet for the fence located at the front of our lot is being requested to reduce the visual, noise and traffic impact of activities that take place at the National Guard Center across the street. These activities include, but are not necessarily limited to the following: Parking of National Guard member vehicles in front of the National Guard Center building as well as along the street on N. McCarrons Blvd. in front of our house. The City of Roseville recognized the excess traffic and parking impact that the Center would put on the neighborhood by widening the street in front of our property to include on-street parking for vehicles. Assembly and exercise activities of National Guard units, including both people and equipment during weekend training sessions. - Mobilization of National Guard vehicles and equipment for training sessions. - The facility is also used for events and activities by various third party groups. Examples of these groups include gun shows, ethnic group gatherings, youth group activities, etc. Many of these events and activities create the same visual, noise and traffic impacts as National Guard activities. Therefore, we believe that the unique circumstances of the building tenants and their uses of the facility across the street from our property warrants the granting of a variance to the fence height restriction for the fence located at the front of our property. In this way, we are able to reduce and minimize the visual, noise and traffic impact from the events and activities that are caused by conditions beyond our control.
