McCarrons Blvd. <br />Roseville, MN 551136924 <br />(651) 488-0318 <br />Complete Legal Description of Property Involved <br />That part of Lot 32, Thomtons Subdivision of the N.E. 1/4 of Section 13, Town <br />29, Range 23, lying northerly of a line 217.00 feet north of the most southerly line <br />of said Lot 32 and its westerly e�ension, as measured at right angles thereto and <br />parallel with said most southerly line, and lying east of the west 85.00 feet <br />thereof, according to the recorded plat thereof. <br />9. A. Narrative <br />The property located at 222 N. McCarrons Blvd. is located directly across the <br />street from the Minnesota Army National Guard Recruiting and Retention <br />Command Center. The entire front of the property faces the Center. <br />A variance to the fence height restriction of four feet for the fence located at the <br />front of our lot is being requested to reduce the visual, noise and traffic impact of <br />activities that take place at the National Guard Center across the street. These <br />activities include, but are not necessarily limited to the following: <br />Parking of National Guard member vehicles in front of the National <br />Guard Center building as well as along the street on N. McCarrons <br />Blvd. in front of our house. The City of Roseville recognized the <br />excess traffic and parking impact that the Center would put on the <br />neighborhood by widening the street in front of our property to include <br />on-street parking for vehicles. <br />Assembly and exercise activities of National Guard units, including <br />both people and equipment during weekend training sessions. <br />- Mobilization of National Guard vehicles and equipment for training <br />sessions. <br />- The facility is also used for events and activities by various third party <br />groups. Examples of these groups include gun shows, ethnic group <br />gatherings, youth group activities, etc. Many of these events and <br />activities create the same visual, noise and traffic impacts as National <br />Guard activities. <br />Therefore, we believe that the unique circumstances of the building tenants and <br />their uses of the facility across the street from our property warrants the granting <br />of a variance to the fence height restriction for the fence located at the front of <br />our property. In this way, we are able to reduce and minimize the visual, noise <br />and traffic impact from the events and activities that are caused by conditions <br />beyond our control. <br />
