REQUEST FOR CITY COUNCIL ACTION <br />Approval: <br />Description: <br />DATE: 07/23/01 <br />ITEM NO: c-3 <br />Agenda Section: <br />CONSENT <br />A request by a 1 Grotenhuis for a 17-foot Variance frorn Section <br />703.04B1a of the Roseville City Code for property located at 3175 West <br />Owasso Boulevard (PF3323) <br />1.0 REQUESTED ACTION <br />1.1 Paul Grotenhuis is requesting a 17-foot variance from Section 703.04B1a of the City <br />Code to allow a driveway apron in the public right-of-way to be increased from the <br />required 26-foot maximum width to a width of 48 feet. <br />2.0 BACKGROUND <br />2.1 Mr. Grotenhuis owns the property located at 3 175 West Owasso Boulevard. The <br />properiy is zoned R- 1, Single Family Residential, and the Comprehensive Plan identifies <br />the properiy as Low Density Residential. <br />2.2 The City's Pa�ement Management Program and the reconstruction of West Owasso <br />Boulevard have contributed to this variance request. <br />2.3 It is Mr. Grotenhuis's contention that the proposed increased apron width will enable <br />better access to the garage. <br />APRON WIDTH <br />Code Re uirement Current Width A licant Re uest Variance Requested <br />26 feet 49 feet 43 feet 17 feet <br />3.0 STAFF COMMENT & FINDINGS <br />3.1 Section 703.04B 1 a requires a maximum driveway width of 26 feet in a public right-of- <br />way. Based on the proposal a variance is necessary to allow the existing driveway to <br />remain. <br />3.2 Section 1013.02 requires the applicant to demonstrate a physical hardship and to <br />demonstrate that no practical alternatives e�st that would reduce the need for a variance. <br />3.3 The Engineering Department has worked with Mr. Grotenhuis to design an access that <br />reduces the grade percentage from the street, but is not able to completely eliminate some <br />steepness once into the property. <br />PF3323 RCA (072301) Page 1 of 3 <br />
