4.0 STAFF RECOMMENDATION <br />4.1 Based on the comments and findings outlined in Section 3 staff recommends approval of <br />the variance request by Roseville Covenant Church for properry located at 1380 and 1382 <br />County Road G2. <br />5.0 PLANNING COMMISSION ACTION <br />5.1 On August 8, 2001, the Roseville Planning Commission held the public hearing <br />regarding Roseville Covenant Church. At the hearing one adjacent property spoke in <br />opposition to the request because he was dissatisfied with the previous approved site <br />improvements, mainly screening and landscaping (see attached Draft PC Minutes). <br />5.2 Based on comments from the adjacent property owner, the Planning Commission directed <br />the staff to review the required site improvements and work with Roseville Covenant <br />Church. The staff did review the previous approval and concluded that the church <br />property was subject to certain conditions placed on the subdivision plat. However, an <br />administrative modification was made regarding the building-wide HVAC equipment. <br />The change was to install ground located units versus rooftop units. Staff inspected the <br />premises and concluded that the properiy has five (two on the north, two on the south, <br />and one on the east) mechanical equipment areas, each being screened by a three to four <br />foot tall board on board fence. Staff further determined the each of the enclosures could <br />have landscape plantings to assist in creating a more pleasing transition. Staff will work <br />with Roseville Covenant Church on the provision of landscape plantings. This <br />requirement will be handled separately and not in conjunction with the variance request. <br />5.3 The Commission recommended (7-O) approval of the request by Roseville Covenant <br />Church for a 23-foot variance to Section 1002.02A4 of the Roseville City Code, based on <br />the comments and findings in Section 3 of the project report dated August 8, 2001. <br />6.0 SUGGESTED CITY COUNCII, ACTION <br />6.1 Adopt a resolution to approve (approve w/modifications or deny) the request by <br />Roseville Covenant Church for a 23-foot Variance from Section 1002.02A4 of the <br />Roseville City Code, based on the comments and findings in Section 3 of the project <br />report dated August 27, 2001. <br />Prepared by: Thomas Paschke (490-2236) <br />Attachments: Properiy location map; site map; narrative. <br />60-day Time Limit: Application Accepted on July 26, 2001; 60-Day Review Deadline on September 24, 2001. <br />PF3333 RCA (082701) Page 3 of 3 <br />
