July 17, 2001
Mr. Ed Burrell
87 Mid Oaks Lane
Roseville, Minnesota 55 113
Dear Mr. Burrell:
The Ethics Commission for the City of Roseville has been asked to examine some
questions regarding a meeting that took place during the 2000 legislative session
regarding a change in TIF rules contained in the omnibus tax bill. Your name was among
specific persons listed in the complaint we received. We have been told that at that time
you met with Senators Hottinger, Sandy Pappas, and a staff person regarding the outcome
of this bill. Following is a list of specific questions to which the commission would like
your answers:
l. Were public funds used and if so, to what extent? Did you bill the City
for your time?
2. Did you seek an expense reimbursement?
3. Under what public authority were you acting?
4. Did you go as a representative of Roseville or in some other capacity?
5. Who accompanied you?
We ask these specific questions as part of our investigation, but we are also interested in
any other background or information regarding this situation which you can provide for
us. Thank you for your cooperation and timely response. Please feel free to contact me
with any questions you might have regarding this matter.
Sincerely,
Connie Pease
Ethics Commission Chair
City of Roseville
ethics inv 07170 1 .doc
