July 17, 2001 <br />Mr. Ed Burrell <br />87 Mid Oaks Lane <br />Roseville, Minnesota 55 113 <br />Dear Mr. Burrell: <br />The Ethics Commission for the City of Roseville has been asked to examine some <br />questions regarding a meeting that took place during the 2000 legislative session <br />regarding a change in TIF rules contained in the omnibus tax bill. Your name was among <br />specific persons listed in the complaint we received. We have been told that at that time <br />you met with Senators Hottinger, Sandy Pappas, and a staff person regarding the outcome <br />of this bill. Following is a list of specific questions to which the commission would like <br />your answers: <br />l. Were public funds used and if so, to what extent? Did you bill the City <br />for your time? <br />2. Did you seek an expense reimbursement? <br />3. Under what public authority were you acting? <br />4. Did you go as a representative of Roseville or in some other capacity? <br />5. Who accompanied you? <br />We ask these specific questions as part of our investigation, but we are also interested in <br />any other background or information regarding this situation which you can provide for <br />us.
