(PF3336) <br />1.0 REQUESTED ACTION <br />1.1 Family Academy Charter School has submitted an application for an Interim Use Permit to <br />a11ow a temporary modular office building on the east side (adjacent to the school use within <br />the building) of the Advent Lutheran Church, 3000 Hamline Avenue for a period of three <br />years. <br />2.0 BACKGROUND <br />2.1 Section 1012.09A states: the City Council may authorize an interim use permit of <br />property. Interim use may not be consistent with the land uses designated on the adopted <br />Land Use Plan. They may also fail to meet a11 of the zoning standards established for the <br />district within which it is located. <br />2.2 Section 1012.09B states: the City Council may attach conditions to interim use permits. <br />In reviewing interim use permit applications, the City will establish a specific date or <br />event that will terminate the use on the properiy. The Council will also determine that the <br />approval of the interim use would not result in adverse effects on the public health, safety <br />and general welfare, and that it will not impose additional costs on the public if it is <br />necessary for the public to take the properiy in the future. <br />2.3 Family Academy Charter School has a need for more office space outside of the limited <br />classroom areas within the Church. The 12' x 56' wood faced, skirted modular building will <br />be located on grass along the east side of the Church, directly adjacent to the east entry to the <br />building. An accessibility ramp will be provided. The building will not obstruct or eliminate <br />parking on the site. The use will primarily be clerical and administrative, although some <br />student counseling could occur in the building. <br />2.4 Advent Lutheran Church has an appro�mate sanctuary seating capacity of 500 seats. This <br />size of an assembly area has a parking requirement of 143 off-street parking spaces. The <br />e�sting parking lots provide approximately 200 off-street parking spaces. <br />2.5 The proposed modular structure has wood lap siding, two entrances, and windows on each <br />side and HVAC units built in to the structure. <br />PF3336 • RCA (09240 1) » Page 1 <br />
