3.10 The Charter School's hours of operation will be from 8:00 a.m. to 6:00 p.m. Monday through <br />Friday. <br />3.11 All trash and recycling containers shall meet Section 1010.11 C of the Roseville City Code. <br />4.0 STAFF RECOMN�NDATION <br />4.1 Based on the information provided in this project report, staff recommends approval of the <br />interim use permit to a11ow a temporary modular office facility along the east side of the <br />Advent Lutheran Church, 3000 Hamline Avenue, subject to the Planning Commission <br />identifying specific conditions. <br />5.0 PLANNING C01�T1�TISSION REC01�T1�TENDATION <br />S.1 Planning Commission Meeting: Excerpt from Draft NTinutes: <br />A request by Family Academy for an amendment to an existing Interim Use Permit to allow a smaller <br />office/classroom modular unit and locate said unit closer to the existing school building at 3000 Hamline <br />Avenue. <br />Vice Chair Jim Mulder opened the hearing and requested Dennis Welsch to provide a verbal summary of <br />the project report dated September 12, 200 l. <br />Welsch explained that Family Academy Charter School has submitted an application for an Interim Use Permit <br />to allow a temporary modular office building on the east side (adjacent to the school use within the building) <br />of the Advent Lutheran Church. 3000 Hamline Avenue for a period of three years. Family Academy Charter <br />School has a need for more office space outside of the limited classroom areas within the Church. The j 2' x <br />56' wood faced, skirted modular building will be located on grass along the east side of the Church, directly <br />adjacent to the east entry to the building. An accessibility ramp will be provided. The building will not obstruct <br />or eliminate parking on the site. The use will primarily be clerical and administrative, although some student <br />counseling could occur in the building. Staff recommended approval of the interim use permit with conditions. <br />Chair Mulder asked if a clean up condition should be added to the conditions to guarantee three-year clean <br />up (Consensus from Commission: staff to add). <br />Ann Hennessy, Family Academy, explained the need for space and growth in the school <br />Member Duncan asked if there is a site plan for the future expansions at this site (no). <br />Chair Mulder closed the public hearing. <br />Motion: Member Cunningham moved, seconded by Member Wilke, to recommend approval, with <br />modifications, of a draft resolution approving the three-year interim use permit requested by Family <br />Academy Charter School and Advent Lutheran Church (P.F.3336) to allow the operation of a temporary <br />672 s.f. modular office along the east side of Advent Lutheran Church located at 3000 H�mltnC Avenue <br />subject to: The three year interim use permit being reviewed administratively on an annual basis on the <br />anniversary date of the resolution granting the interim use permit, with a staff compliance report submitted <br />to the Planning Commission and City Council annually, and within 120 days of expiration in the 3rd year <br />of use. The interim use permit shall become null and void after 36 months of operation unless the <br />applicant reapplies for a future interim use permit 120 days priar to the permit expiration date.
