� <br />Request for Council Action <br />Date: 9/24/Ol <br />Item Number: C- 10 <br />Manager Approval Agenda Section <br />`` J��/� � `7/j ��� ����y, Consent Agenda <br />� /� <br />Item Descript�f►n: <br />Purchase of New Audio-Visual Equipment for Council Chambers <br />Back�round <br />The Government Access cable Channel 16/in-house production system at Roseville City Hall was installed in <br />the City Council chambers in 1990. While equipment has been replaced as needed and modest upgrades have <br />been made, several key components of the system now need to be replaced. <br />Concerns about the need to upgrade the equipment were presented to the Council at its June 19, 2000 work <br />session. Those concerns included less than desirable audio and video both for the viewing audience and for <br />Council and audience members in the chambers. Staff also identified a series of steps to address those <br />concerns. The Council approved a budget for 200 1 that dedicated $49,050 to pay for some of those steps. <br />Appro�mately $5,000 has been spent upgrading computers. <br />Staff and Council members recognized the importance of improving the quality of cablecast of ineetings for <br />Roseville residents. In a 1998 survey of residents, six percent of those surveyed said Roseville's government <br />cable-channel programming was their principal source of information about the City. Forty-four percent of <br />residents said they had watched a City Council meeting in the past six months. <br />A committee comprised of City staff and staff inembers of government access consortiums has reviewed and <br />prioritized equipment needs. Committee members toured the chambers. They then used the priorities <br />established by the Council to address equipment solutions for 200L They also used their expertise to identify <br />further solutions. Staff has recommended and the Council has approved a 2002 budget that includes money to <br />address those further solutions. <br />Attached is a list of equipment for proposed purchase in 2001. This year, the City Council budgeted <br />specifically for new cameras, microphones and room speakers. Equipment was divided up into those three <br />categories and prices compared. The chart shows the price will be $40,938.60 including sales tax. Delivery and <br />installation will take place on or before December 3 1,200 1. CTV has offered to have their engineer Andre <br />Barte do installation at no cost to the City. <br />Policv Implications <br />For these types of purchases the city secures quotes, bids or buys the items through the state contract bid list. <br />Each proposed item is either included on the state's bid list or an approved equivalent will be provided at the <br />same cost. The City of Roseville routinely buys items off the state bid list including police squad cars and <br />heavy machinery used by the Public Works Department. <br />
