INTRODUCTION <br />Project P-SW-99-14 <br />Larpenteur Avenue Reconstruction and Streetscape <br />This project consists of the proposed reconstruction of Larpenteur Avenue from Hamline <br />Avenue to Oxford Street. O�ord Street is the first street east of Le�ngton Avenue south <br />of Larpenteur Avenue. Larpenteur Avenue is the border between the City of Roseville and <br />the City of St. Paul. For purposes of discussion, this project is described in two parts: <br />I Ramsey County Roadway Reconstruction (Arona Street to O�ord Street) <br />2. Roseville Streetscaping <br />Ramsey County's reconstruction portion of this project has been developed to meet County <br />State Aid Highway requirements and will be reviewed and approved by Mn/DOT's State <br />Aid Office. The streetscaping portion of this project is the recipient of a federal TEA2 1 <br />grant and has been developed in accordance with federal project guidelines. <br />Both portions of the project have received a great deal of public input. Ramsey County's <br />reconstruction is the third phase of their systematic reconstruction of Larpenteur Avenue <br />from TH 280 to Dale Street. As part of the development of this project, the County has <br />held numerous public meetings since 1994. <br />The streetscaping portion of the project has had even more public involvement. In addition <br />to numerous general informational meetings, the project has been guided by a citizen task <br />force representing the City Council, Planning Commission, both Roseville and St. Paul <br />residents and business owners, Ramsey County, St. Paul Public Works and St. Paul District <br />10 and District 6. Individual meetings ha�e also been held with the majority of businesses <br />that abut the proj ect. <br />The streetscape portion of the project is based on the Larpenteur Avenue Streetscape <br />Master Plan that was approved by the City Council and adopted as part of the City's <br />Comprehensive Plan. <br />It is expected that if these improvements are approved, the work will be completed during <br />the 2000 construction season. The proj ects were initiated by council/staff based on a <br />recommendation contained in Roseville's Larpenteur Avenue Streetscape Master Plan and <br />Ramsey Counties Transportation Improvement Program. Because assessments are <br />proposed to fund a portion of this project, a super-majority vote by the City Council is <br />needed for approval (4/5). <br />
