2.9 Most of the programs the City Council adopted in relation to the Livable Communities <br />Program (LCA) in Roseville were originally approved as part of the Vista 2000 (1992-3) <br />and are amended as part of the annual update to the Comprehensive Plan. The focus has <br />always been to use the approved housing section of the Comprehensive Plan as a basis <br />for the LCA program and the Roseville Housing Policy. The city's direction has been <br />to collaborate with other agencies, institutions, the private sector (especially the <br />local banks and development/contractor sectors) and the neighborhoods as our <br />program partners to implement the programs. <br />3.0 Policy Implication <br />Roseville's Housing Policy continues to make the preservation of the housing stock a key <br />community goa1, which fits well with the overall Livable Communities Action Plan. Roseville's <br />Housing Policy consists of several strategies that are annually refined as part of the <br />Comprehensive Planning process and work plan review. These strategies strive to achieve <br />maximum housing diversity and regeneration of housing stock by encouraging private <br />investment, discouraging deferred maintenance and disinvestments, stabilizing property values <br />and strengthening neighborhoods. No new housing policy would be required to continue the <br />City's participation in the Loca1 Housing Incentives Program of the Metropolitan Council's <br />Livable Communities Act. <br />4.0 Fiscal Impact <br />The Metropolitan Council's Affordable Life Cycle Housing Opportunities Account (ALHOA) <br />requires that the City contribute $28,035.45 to affordable & life cycle housing programs. <br />Roseville, under its Housing Policy and Budget for 2002 will commit over $740,000 in various <br />housing renovation and technical assistance projects. Therefore, the City clearly will exceed the <br />ALHOA for 2002. <br />5.0 Suggested Council Action <br />By resolution, approve the City of Roseville's continued participation in the Loca1 Housing <br />Incentives Program within the Metropolitan Livable Communities Act during the calendar year <br />2002. <br />Attachments: Draft Resolution, Summary of Housing Programs, Roseville Housing Policy. <br />Report by: Cathy Bennett 490-224 1 <br />RCA — Livable Communities 2002 10/08/O1 — Page 3 of 3 <br />
