PROPOSED ASSESSI�TENTS <br />It is proposed to assess a portion of the cost of this project to benefiting properties. <br />Proposed assessments are consistent with past assessment practice on county road <br />reconstruction project and the City's Assessment Policy. The following is a summary <br />of the policy as it applies to county road projects. <br />■ Assessments to be based on assessable frontage. Generally, assessable frontage is <br />equivalent to the width of the lot adjacent to the improvement. <br />■ The assessment rate is defined as the total cost divided by the total assessable <br />frontage. <br />■ No assessments to taxpaying R-1 and R-Z properties <br />■ Tax-Exempt and all other zoning classifications are assessed at 100% of the <br />assessment fate. <br />■ The total amount to be collected from assessments shall be limited to the City's <br />total share of the proj ect. <br />■ Any utility replacemenbrepair will be funded by the appropriate utility fund and not <br />become part of the assessable portion of the project. <br />With the inclusion of Roseville's streetscaping project, the proposed improvements on <br />Larpenteur Avenue are considerably greater than typical County Road reconstruction <br />projects. Commensurately, the total project cost is also much greater. <br />As conceived, the Larpenteur Avenue Streetscape project was intended to help <br />revitalize a decaying community corridor and will function as much like a <br />redevelopment project as a roadway improvement. It is expected to provide <br />community wide benefit in addition to the benefit to immediately adjacent properties. <br />Considering the broader appeal of the project and the unique funding offered by the <br />TEA21 grant, it is recommended that assessments to properties adjacent to the project <br />be based on typical County road projects rather than the e�tensive work planned on <br />Lat-penteur Avenue. In this way, adjacent properties would be assessed the same as <br />similar properties on other County roads. <br />The following is a summary of assessments for County road reconstruction projects <br />completed in recent years. The assessment rates ha�e been adjusted according to the <br />Consumer Price Index to 2000 (3% estimated for 1999 and 2000). It is proposed that <br />the assessment rate for this project be based on the a�erage of these adjusted <br />assessments -- $102.86 per assessable foot. <br />15 <br />
