November 4, 2001 <br />To: Neal Beets, City Manager <br />From: Ed Burrell �� <br />Finance Director <br />Re: 2002 Utility Rate Adjustments <br />Sanitarv Sewer <br />We have been notified by the Metropolitan Council Environmental Services (MCES) that sewer charges to the <br />City of Roseville will increase in 2002 by 4.2%. This increase follows MCES decreases averaging annual <br />decreases of over 2% for the past 4 years. During those years, Roseville took a lead in passing those decreases <br />on to our citizens. <br />As can be seen in the prior year summaries, we have been able to keep our operating costs and revenues in a <br />fairly good balance as well as maintain a positive cash flow position. Based on the City's operating efficiency, <br />staff is recommending that 2002 sewer rates be increased by 2.5%.
