City Council Minutes — Regular Meeting of 11/13/O1 <br />Page 3 <br />G. <br />G-1 <br />H. <br />Mastel moved, Maschka seconded, to adopt a resolution approving <br />Project Locations for the 2002 Pavement Management Program: <br />Streets, Pathways and Parking Lots. Roll Call, Ayes: Maschka, <br />Mastel, Goedeke, Klausing and Kysylyczyn. Nays: none. <br />Recognitions & Announcements <br />Moved to beginning of Agenda. <br />Hearings <br />H-1 Welsch presented. Mastel asked whether the property owner was <br />current on property taxes. Kysylyczyn asked about lien holders. <br />Maschka commented about tax forfeiture. Goedeke asked about <br />occupancy of the structure. Klausing asked how, and how likely it <br />is that, the City and its citizens will recoup the $37,354 in proposed <br />abatement costs. Mastel asked about occupancy during <br />reconstruction. Goedeke asked about the appraised value of the <br />home. Kysylyczyn asked about painting versus vinyl siding, and the <br />general level to which abated property should be raised. Mastel, <br />Maschka, and Klausing commented in favor of siding. Klausing <br />commented on health, safety and welfare concerns. <br />Kysylyczyn moved, Mastel seconded, to continue this agenda item <br />to the November 26, 2001 Council meeting, in order to receive more <br />information regarding the amount of the outstanding mortgage on <br />the property, any liens, and the appraised value of the property. <br />Following Council discussion, Kysylyczyn withdrew the motion. <br />Maschka moved, Mastel seconded, to authorize, by resolution, the <br />Community Development Director to abate those City Code <br />violations identified in the report dated November 13, 2001, which <br />are still in violation as of November 13, 2001. Roll Call, Ayes: <br />Maschka, Mastel, Goedeke, Klausing and Kysylyczyn. Nays: none. <br />City Donation <br />Resolation 9953 <br />1661 Stanbridge Street <br />Abatement <br />(PF3200) <br />H-2 Maschka moved, Mastel seconded, to approve Love , from Liquor License <br />Minnesota's On-Sale Wine License for Establishments with 75 Lovefrom Minnesota <br />Seats or Less at 2465 Fairview Avenue North. Roll Call, Ayes: 2465 Fairview Avenue <br />Maschka, Mastel, Goedeke, Klausing and Kysylyczyn. Nays: none. <br />H-3 Goedeke moved, Maschka seconded, to approve the renewal of the 2002 Renewals <br />listed liquor licenses for calendar year 2002 with the condition that Liquor Licenses <br />all required application items be submitted before the licenses may <br />be issued. Roll Call, Ayes: Maschka, Mastel, Goedeke, Klausing <br />and Kysylyczyn. Nays: none. <br />
