Minnesota Session Laws 2001, Chapter 13 <br />276.02. <br />Subd. 3. [ELECTRONIC APPROVAL.] "Electronic approval" <br />means anV electronic identifier intended bV the person makina, <br />executinQ, or adoptina it to authenticate and validate a citv or <br />countV administrative action. Notwithstandina anV other aeneral <br />or special law to the contrarV, a statutorV or home rule charter <br />city or a county may use electronic approvals, which have the <br />same validitV and consequences as an actual sianature. The city <br />or countV must establish policies and procedures to ensure the <br />validitV of electronic approvals. <br />Sec. 3. [471.382] [CREDIT CARDS.] <br />A citV council or town board maV authorize the use of a <br />credit card bV anV citV or town officer or emploVee otherwise <br />authorized to make a purchase on behalf of the citV or town. If <br />a citV or town officer or emploVee makes or directs a purchase <br />bV credit card that is not approved bV the citV council or town <br />board, the officer or emploVee is personallV liable for the <br />amount of the purchase. A purchase by credit card must <br />otherwise complV with all statutes, rules, or citV or town <br />policV applicable to citV or town purchases. <br />Sec. 4.
