Department Approval <br />1 \_ <br />t. <br />Request for Council Action <br />1�Ianager Approval <br />Date: December 17, 20p� <br />Item Number: E-2 <br />Item Description: <br />Council �Vork Shops with Carl Neu <br />Agenda Section <br />Organizational Business <br />Back�round <br />Annually, the City Council meets to discuss goals and expectations for the coming year. In anticipation of this <br />annual activity, staff contacted a number of consultants to secure a summary of services, cost estimates and <br />references from former clients. <br />Based upon an analysis of this data, I recommend that we work with Carl Neu in February, 2002. NIr. Neu <br />recommends a three-day process: day one — interviews with individual City Council members; day two and <br />three -- facilitated discussion of City Council policy issues and goal setting. Mr. Neu's services include <br />preparation of a summary report. <br />Carl Neu is a former City Council member, former President of that Council, and he works closely with the <br />League of Minnesota Cities providing new City Council member orientations in Minnesota. Please refer to the <br />attached biographical data for Carl Neu. <br />Current a�ailable dates to conduct this process include: <br />2/1 1-13 <br />2i18-20 <br />2/25-27 <br />and weekends in March. <br />Financial Implication: <br />Funds will come from the City Council budget for 2002. Based upon fees including the goal setting services, <br />reports, travel and accommodations, it is anticipated that the process will total $6,500. This is a discounted rate <br />that we secured by working through Government Training Services. <br />Reasons <br />I believe the work shops with Mr. Neu will help the new Council develop a positive team mentality, will help <br />clarify roles and expectations, and will help lay the groundwork for subsequent productive meetings regarding <br />budget and other policy issues. <br />Council Action Rec�uested <br />Motion directing the City Manager to enter into a professional services agreement with Mr. Neu to conduct <br />Council Work Shops in February, 2002, as the Council's and NIr. Neu's schedule a11ow. <br />
