Department Approval Item Description: Date: January 7, 2002 Item: E-6 i \_ ` Request for Council Action Date: December 17, 2001 Item Number: E-2 Manager Approval /%��%�L �� Council Work Shops with Carl Neu Agenda Section Organizational Business Back ound Annually, the City Council meets to discuss goals and expectations for the corning year. In anticipation of this annual activity, staff contacted a number of consultants to secure a summary of services, cost estimates and references from former clients. Based upon an analysis of this data, I recommend that we work with Carl Neu in February, 2002. Mr. Neu recommends a three-day process: day one - interviews with individual City Council members; day two and three — facilitated discussion of City Council policy issues and goal setting. Mr. Neu's services include preparation of a summary report. Carl Neu is a former City Council member, former President of that Council, and he works closely with the League of Minnesota Cities providing new City Council member orientations in Minnesota. Please refer to the attached biographical data for Carl Neu. Current available dates to conduct this process include: 2/11-13 2/18-20 2/25-27 and weekends in March. Financial Implication: Funds will come from the City Council budget for 2002. Based upon fees including the goal setting services, reports, travel and accommodations, it is anticipated that the process will total $6,500. This is a discounted rate that we secured by working through Government Training Services. Reasons I believe the work shops with Mr. Neu will help the new Council develop a positive team mentality, will help clarify roles and expectations, and will help lay the groundwork for subsequent productive meetings regarding budget and other policy issues. Council Action Requested Motion directing the City Manager to enter into a professional services agreement with Mr. Neu to conduct Council Work Shops in February, 2002, as the Council's and Mr. Neu's schedule allow.
