REQUEST FOR CITY COUNCIL ACTION <br />Department Approval: <br />DATE: 01.07.02 <br />ITEM NO: c-3 <br />Agenda Section: <br />CONSENT <br />Itefn Description: Electrical Inspection Service Renewa12002 � <br />1.0 BACKGROUND <br />1.1 Attached is a draft annual service agreement used with the City's electrical inspection <br />contractor. Six cities [Roseville, Arden Hills, Little Canada, North Oaks, North St. Paul <br />and Shoreview] are contracting with North Metro Inspections, Inc. and have developed a <br />similar contract for services. <br />1.2 The proposed service contract with North Metro Inspections, Inc. and Richard Nelson <br />includes a requirement that the contractor updates his insurance schedule, provide an <br />annual report and carry an electrician's license. There are no changes in the permit fee <br />structure. Electrical permit fees last increased in 1995. The City passes these costs of <br />doing business on to the building contractor as part of the building permit charges. The <br />City retains 20% of the electrical permit fee, passing the remaining 80% on to North <br />Metro Inspections, Inc. • <br />1.3 The Council annually considers this service contract at the first regular meeting of the <br />yeaz and accepts any comments irom the applicant or interested persons. <br />2.0 STAFF COMMENT <br />2.0 The staff has reviewed the alternatives, particularly jointly hiring a contractor, or adding <br />another inspector to handle electrical and some building inspection activities. While this <br />may pay for itself, there is no guarantee that building levels will be as high as previous <br />years and there is a shortage of good, experienced and certified electrical inspectors. The <br />staff recommends that this alternative may be premature. This alternative should be <br />evaluated annually as the service contract comes up for review in December. <br />3.0 STAFF RECOMMENDATION <br />3.1 The staff recommends approval of the 2002 one-year service agreement with North Metro <br />Inspections, Inc. to be reviewed annually in December. <br />3.2 The staff recommends the approval of the current (2002) Electrical Inspection Fee <br />Schedule, shown as "Attachment A" to the Service Agreement. <br />Electrical Contract 010802 Page 1 of 2 <br />
