I suggest clarification of the purpose and intent of this rule. What <br />problem are we trying to solve? When we know that we will all be in a <br />better position to respond to whatever felt need has led to this proposed <br />rule. <br />Proposed Rule 15. <br />Question the appropriateness and legality of the City Council pre- <br />approving each and every specific purchase -- no matter how small the <br />purchase or contract, no matter if the Council has already approved the <br />budget for such items, and even though the Council already sees and <br />approves each monthly roster of all payments made that month. <br />Again, maybe some clarification of the intent of this proposed rule would <br />help. <br />Proposed Rule 16. <br />'There are some situations - such as on-g4ing criminal investigations - <br />where city employees are required by supervisors NOT to speak to <br />anyone outside of the investiga�ion. Not speaking to anyone outside of <br />the investigation mea�ns not speaking to anyone outside of the <br />investigation, including speaking to City Council Members about that <br />investigation. <br />Similar rules of confidentiality apply to grand jury proceedings and most <br />internal affairs investigations in a police department. <br />In addition, we txy to provide consistency and reliability in our <br />organization by having employees with civil, workplace grievances or <br />concerns address those issues first through their supervisor. Employees <br />can always take their grievances or concerns to another person if they <br />are dissatisfied with their immedia�e supervisor's response. The point is <br />there is a process and a system and a structure that are consistent and <br />reliable. <br />Rather than adopt this proposed rule, I suggest the Council allow me to <br />manage our staff. If I do something the Council objects to, or if i fail to <br />take some action Council believes I should have taken, the City Council <br />has full authority to speak with me, counsel me, discipline me, fire me, <br />or all of the above. Of course, the Council has those options with any <br />City Manager, not just me. <br />Proposed Rule 17. <br />I suggest the role of the City Council is to consider and adopt an <br />appropriate travel budget during the budgeting process. Once the <br />Council has adopted what they regard as an appropriate tiravel budget, <br />: <br />
