As we pointed out in our comments to proposed Rule 15, city staff are bound by the overall and <br />departmental budget limits. Authorizing out-of-state travel by city staff is properly within the authority and purview <br />of the city manager. The city council should respect that fact. <br />In summary, we emphasize that until there is a convincing showing that the current rules and procedures are <br />outdated, inadequate, outmoded and/or unworkable, they should not be discarded. As to the proposed rules, we are <br />struck by their bold and reckless grant of unchecked power and authority to the office of mayor. If adopted, they <br />will alter our present system in ways no one could have imagined, much less asked for. The proposed rules are <br />unprecedented in breadth and scope.
