City Council Minutes — 0 1/07/02 <br />Page 4 <br />government in Roseville, and the appointment of an Acting Mayor . <br />Roger Toogood: Asked about the expenditure rule, the budget; and <br />employee communication. <br />Merlyn Scroggins: Inquired about the interplay of Mason's Manual <br />with Roberts' Rules. <br />Gery Northstern: Asked Council Member Schroeder to address <br />Beets' ten page memo. <br />Kysylyczyn recognized Klausing. Klausing approached the <br />presentation desk and spoke from a Power Point presentation. He <br />discussed forms of local government in Minnesota and especially <br />Roseville's Plan B Council-Manager form of government. <br />Kysylyczyn recognized Klausing for specific questions and issues. <br />Klausing indicated concern about the following issues: <br />. Rule 1 and limited period of applicability of the proposed <br />rules <br />. Meeting time at 5:30 p.m. <br />. The format for the different parts of the proposed meeting <br />agenda <br />. The agenda preparation process <br />. The designation of the presiding officer <br />. The selection of the recording secretary <br />Klausing stated that he did have additional points that he would <br />address later. <br />Kysylyczyn recognized Maschka, who expressed concerns about the <br />following issues: <br />• Limited time applicability of proposed rules <br />• 5:30 p.m. meeting time <br />• Public Comment opportunities <br />• Approval of Minutes <br />� Selection of items for the agenda <br />• Acting Mayor designation <br />� Designation of clerk-secretary <br />• Seating and voting order <br />� Mason's Manual <br />• Ordinance adoption process <br />• Mayoral appointments <br />• Allocation of office space <br />• Official spokesperson <br />• Spending limits <br />• Employee communications <br />
