Highway 280 and Broadway Interchange
Comparison of Alternatives
January 10,2002
Page 3
In the southwest quadrant, impacts can be measured by distances to the west that the roadway
right-of-way would have to be moved. At Point A, which is 300 feet south of Broadway, the
distances for the three alternates are 100' for the Central, 60' for the East and 185' for the West
Alternative. At Location B, which is 600 feet south of Broadway, the respective distances are
30' for the Central, 20' for the East and 120' for the West Alternate. At Location C, which is
800 feet south of Broadway, only the West Alternate has an impact, and that is 80'.
Staging Potential
Lowering grades on Highway 280 will restrict the staging opportunities. Thus, if lowering is
necessary to reduce impacts on either the Broadway grade or on properties, the staging
opportunities are reduced in terms of making` temporary connections to Broadway should the
Highway 280 main line be constructed first and the interchange be built later.
Raising the grade and realigning Broadway for construction may cause Broadway to be closed
temporarily. If Broadway is realigned and the Highway 280 grades are not changed
significantly, it may be possible to keep Broadway open during construction. However, any
realignment of Broadway would also hae more of an impact on the southeast quadrant, at least
on a temporary basis.
Staging of construction may make it easier to reduce the impacts to properties in the adjacent
quadrants. As an example, less impacts on the PaCal buildings may make it easier to achieve
staging of the final ramps and coordinate it with any possible redevelopment of portions of the
Pacal properiy. Staging of the southeast area may make it possible to acquire homes on an as-
available basis.
F:\wp\projectsrsrosev\020]\cattach.jl0.doc
