REQUEST FOR COUNCIL ACTION <br />Department A <br />Item Descriptio`r :N Ramsey County Parks and Recreation: <br />Request for Approval of Burn Permits <br />1.0 Requested Action <br />Date: Jan. 28, 2002 <br />Item No: pIII B <br />Agenda Section: <br />CONSENT <br />1.1 Ramsey County Parks and Recreation Department is requesting City Council approval for the <br />following bum permits to enhance prairie management in the parks: <br />a) The first site is the natural area around the ponds at Lake McCarrons County Park. The Council <br />approved a like permit in February of 2001. The County advises that they anticipate three <br />consecutive years of bums, and thereafter, a bum every three to four years. It is requested that <br />this permit be valid from April 1— May 10, 2002. <br />b) The second site is in the Lake Josephine County Park east of Lexington Avenue on the north side �, <br />of County Road C2. It is requested that this permit be valid from April 1— May 10, 2002. <br />c) The third site is a sma11 3-acre area within the City of Roseville's Reservoir Woods Park. <br />Ramsey County is providing assistance to the City to begin management of the prairie at this <br />park. <br />d) Two additional permits are being requested for the Reservoir Woods Park The first is to bum <br />several brush piles when there is snow cover (which will provide a safe situation for burning). <br />The piles are sumac that was cut out of the prairie areas. Although it is anticipated that the bum <br />will be completed in one or two days, the permit is requested for the months of February and <br />March to allow flexibility for proper weather conditions. <br />The second permit is being requested to allow bw-ning grass in the spring. Ramsey County is <br />requesting that this permit also be valid for the period from April 1— May 10, 2002. <br />2.0 Background <br />2.1 Ramsey County Parks and Recreation Department will conduct the bums and the County will provide <br />all necessary equipment and personnel to insure a safe burn in a controlled manner. The Department <br />has extensive experience conducting controlled burns over the past 16 years. All burning is done <br />against the wind so that it moves at a slow speed, and the sites will be bumed on days when the wind <br />blows smoke away from the street and homes in the area. The Roseville Fire Marshall and Fire <br />Department are kept abreast of all activities by Ramsey County. <br />3.0 Staff Recommendation <br />31 The staff recommends the City Council authorize the Fire Marshal to issue bum permits as requested <br />by the Ramsey County Parks and Recreation Department. <br />RCA-Ramsey County Parks and Recreation 012802 <br />
