Department A proval: <br />�—_ <br />REQUEST FOR COUNCIL ACTION <br />1�Tanager Reviewed: <br />DA�: O1/28/02 <br />ITEM NO.: VIII D <br />Agenda Section: <br />Item Description: Approve Memorandum of Agreement between Capitol Region Watershed District <br />and the City of Roseville Regarding Cooperation on Projects Within Roseville. <br />Background: The Capitol Region Watershed District (CRWD) has adopted a watershed management <br />plan that identifies the goals and purpose of their organization. They are interested in creating a formal <br />structure in which to collaborate and participate with the City of Roseville in their decision making <br />process as it regards to impacts on water resources. <br />The CRWD Water Management plan promotes a culture of close working relationships between the <br />CRWD and the local units of government within its boundaries. The District desires to utilize the <br />e�sting permitting and regulatory structures of local units of government to efficiently achieve its <br />mission. The district desires to be an active participant in the City's decision making process related to <br />water resource impacts. This Memorandum of Agreement (NIOA) is seen as a first step in our <br />relationship with their organization. The structure outlined in the MOA provides an opportunity for the <br />District to better assess future criteria needed for water resource protection rules and develop a positive <br />working relationship with the City of Roseville. The MOA allows the District to have immediate input <br />on important land-use decisions. <br />Financial Implications: The agreement focuses on process. Mainly how the City and the CRWD can <br />work together to achieve a common goal; the preservation and conservation of water resources. Sending <br />plans for projects on to CRWD would be another step in our review process, any increase to staff time <br />would be minimal. Any change to routine maintenance activities as advised by CRWD, or construction <br />of special Public Works projects for water quality improvement, may ha�e some financial implication to <br />the City in the future. <br />Policy Objectives: The attached agreement delineates project review expectations. The City and <br />CRWD will ha�e a clear understanding of who holds what responsibilities. <br />RECOMMENDED COUNCIL ACTION: <br />Approve the Memorandum of Agreement between the Capitol Region Watershed District and the City of <br />Roseville. <br />Prepared by: Debra Bloom <br />
