example, the City and Ryan Companies have utilized the VIC program in the <br />clean-up of the former Midwest Great Dane site on County Road C and Prior <br />Avenue. CSM Corporation also used this program to clean up the former <br />Ettinger site on County Road C, west of Highway 35W. The VIC Program will <br />continue to be important to future redevelopment in the City. <br />Vegetation. Currently the City's program consists of using available grant <br />programs and matching funds to plant trees in various areas throughout the <br />City. The qualifications for areas to be considered for planting are those where <br />street reconstruction has been completed and areas where tree loss has occurred <br />due to street reconstruction or disease. Two other programs that are available to <br />City residents that contribute to reforestation are the "round up program" where <br />residents are able to round up the amount of their water bill to the next even <br />dollar and that portion of the payment goes to the reforestation fund. The <br />second event that occurs every spring to benefit the reforestation of the City is a <br />tree purchase day, which occurs during Earth Week. The City will purchase a <br />large number of trees and resell the trees to properiy owners that are interested <br />for an amount to recoup the City's initial purchase costs. <br />Recycling. In Roseville, separated recyclable materials are picked up at curbside <br />on the first and third Wednesday of each month. Qualifying materials are: <br />newsprint, magazines, corrugated cardboard, tin and aluminum cans, plastic <br />bottles, clear brown and green glass containers, and cereal boxes. Ramsey <br />County currently operates a seasonal household hazardous waste collection site <br />in the vicinity of Larpenteur Avenue and Dale Street where citizens can drop off <br />such household items as batteries, paints, thinners, bug sprays, cleaners, <br />solvents, aerosol polishes, and other similar substances. <br />The City of Roseville is also involved in many programs that benefit the <br />environment such as: 1) Annual street sweeping program; 2) Leaf Pickup <br />Program; 3) compost site; and 4) tree trimming. <br />Noise. The Roseville City Code addresses noise control regulations in Section 207 <br />under public nuisances. Because the language in this section of the ordinance is <br />general in nature, the City has chosen to enforce noise level standards <br />established by the Minnesota Pollution Control Agency. <br />SECTION 9. PARKS AND RECREATION DEVELOPMENT PLANS <br />The City values its parkland and recreational opportunities that strengthen and <br />enhance community life in Roseville. The City believes that recreation and <br />leisure experiences contribute to the physical and economic health of the <br />community by providing needed facilities and making Roseville a desirable <br />place to live, work and conduct business. <br />Roseville Comprehensive Plan 2001 Update Executive Summary -Page 13 of 15 <br />
