provided for in the Contract sha11 become effective upon the parties only with its formal execution by the City of Rogers. Following action by the City of Rogers awarding the contract, a"Notice of Award" letter will be mailed to the Contractor together with the prepared contract agreement for his signature and return. The Notice of Award letter will specify that the Contractor submits affidavits or copies of insurance coverage and a performance bond. No contract will be executed until the required affidavits and bond is submitted and has been approved as to form by the City Attorney. The Notice of Award letter will not be an order to proceed. The Contractor will have no authority to perform work under this contract until a11 contract documents as indicated above are properly completed and placed on file at the City of Rogers offices. A letter to proceed with the work under this project will be mailed to the Contractor upon satisfaction of the above-indicated requirements. A pre-construction conference will be scheduled thereafter. 10. INSPECTION AND SUPERVISION The purchasing agency is the authorized representative and will provide necessary inspection for all work under this contract. The Contractor sha11 give 48 hours prior notice whenever these services will be needed. 11. PAYMENT S Payments (two) for the bid items shall be as follows: At Certified Substantial Installation — 95% At Certified Fina1 Installation — Remaining 5% Payments will be processed in the ne�t available accounts payable cycle after certification.
