C Agenda Section: Consent ntract with Electric Systems of Anoka, Inc. for the Lighting of a Rosebrook Soccer Field BACKGROUND The 2002 PIP includes the lighting of the Rosebrook Park soccer field. The City Council approved the project on December 11, 2001. A neighborhood meeting was held on January 16 with no objections presented by citizens. The lighting proposed is state of the art athletic field lighting from Musco Lighting. This purchase is proposed from the Joint Exercise of Powers Cooperative Purchasing process authorized in Minnesota State Statue 471.59 (see attached materials.) The City of Rogers developed the specifications and received the bids per the legislation. The City of Brooklyn Park used this bidding process in November of 2001. Musco Lighting provides quality lighting of athletic fields that features the best in playability and the least amount of neighbor glare and spill. The specifications comply with the City's lighting code. POLICY OBJECTIVE The attached proposal is consistent with the Roseville Parks and Recreation System Plan and the approved 2002 PIP. The purchasing procedure is consistent with Minnesota state law and has been reviewed and approved by the City Attorney. The project has been recommended by the Parks and Recreation Commission and a neighborhood community meeting was held per City policy. FINANCIAL IMPLICATIONS The cost of the lighting equipment portion of the project is $57,252 and the amount is included in the 2002 approved PIP. We have not yet received quotes for the underground wiring which is a separate contract. The estimate for this work is $12,000 to $14,000. This is also included in the 2002 PIP. The City Council has approved the acceptance of a Ramsey County Soccer Partners Grant in the amount of $92,000 for the entire project. STAFF RECOMMENDATION Based on the approved City of Roseville Parks and Recreation System Plan, the recommendation of the Roseville Parks and Recreation Commission, the participation of Ramsey County through the Soccer Partner Grant Program and the approved 2002 PIP, the staff recommends that the City Council authorize the contract with Electric Systems of Anoka, Inc. for the lighting of one Rosebrook Park soccer field. COUNCIL ACTION REQUESTED Approval of contract with Electric Systems of Anoka, Inc. and the attached Joint Powers resolution for the lighting of the Rosebrook Park soccer field in the amount of $57,252 with the moneys taken from the approved 2002 Park Improvement Program.
