Housin� which includes the following: <br />9 Rehabilitation of Owner-Occupied Single Family Houses (including energy <br />efficiency improvements) <br />9 Homeownership for First Time Homebuyers who are low to moderate income <br />9 Rehabilitation of Rental Properiy Large and Small <br />9 Removal of Dilapidated Structures (single family homes, commercial buildings, both <br />require eligible re-use of the properiy, limited to benefiting low and moderate income <br />persons.) <br />9 New Affordable Housing Construction - Families and Seniors (may include <br />multifamily, townhouses, assisted living and acquisition of land for low-income <br />single family home ownership) <br />9 Rehabilitation loans for eligible Condominium and Townhome developments. <br />9 Housing Land Trusts <br />2. Nei�hborhood Revitalization <br />9 Includes a combination of eligible activities. However, due to the statutory <br />restrictions on the use of CDBG/HOME funds, not all projects in these categories are <br />eligible. This category is narrowly focused to directly benefit low and moderate <br />income persons <br />9 This may include Mobile Home Park preservation <br />3. Infrastructure Improvements <br />9 limited to eligible low/mod areas <br />4. Job Creation <br />9 May include business loans to purchase equipmenbmachinery, acquisition of land for <br />business/industry, commercial building rehab. All business loans must create head of <br />household jobs, at least half of which must be made available to low and moderate <br />income households. <br />3.0 Policy Issues <br />3.1 The City Council adopted a housing policy in November 1999 and amended and adopted <br />the housing policy in January 2001. The City's goals under the policy are as follows: <br />a) Provide a variety of housing types (owner occupied and rental) that balances <br />affordability, maintains quality of housing and the urban environment, has access to <br />public infrastructure, services and employment and enhances neighborhoods viability. <br />b) Continuously strive to improve the quality of approximately 200 existing units, which <br />are below the average physical condition, and less than 75 percent of the median <br />RCA - 2001 County Priorities 02�12�01- Page 2 of 2 <br />
