Manager spending limits <br />Klausing suggested postponing action on this item. <br />Klausing moved, Maschka seconded, to table consideration of the <br />Standing Rules of Procedure. Roll Call, Ayes: Maschka and <br />Klausing. Nays: Schroeder, Kough, and Kysylyczyn. Motion failed, <br />Kough expressed concerns about: <br />. Rule 3: Citizen Comment opportunities during regular <br />Council meetings <br />. Rule 2: The Start time for meetings <br />Kough commented on the Council-Manager form of government <br />and the importance of team building. <br />Kysylyczyn commented on the need for clarification of the proposed <br />Rules. Kysylyczyn recognized Schroeder. <br />At the call of the Chair, the Council recessed at8:06 p.m. Recess <br />Kysylyczyn called the meeting to order again at 8:33 p.m. <br />Kysylyczyn recognized Schroeder. Schroeder commented on the <br />questions from the public and from fellow council members <br />regarding rules 1 through 3. <br />Klausing moved, Maschka seconded, to amend proposed Rule 3. <br />All council members commented.
