C , <br />Manager Appr val Agenda Section <br />�/J I� _��A� Organizational Business <br />Review of Applicants for One Human Rights Commission Vacancy <br />Back�round <br />On August 27, 2001 the City Council directed staff to advertise to fill the four vacancies on the Human Rights <br />Commission as the result of recent resignations. <br />Following the City Council action, St� advertised the vacancies for thiriy days beginning September 5, 2001 <br />through October 3, 2001. Staff received one applicant as of October 3, 200. To secure more applicants, the <br />City Council e�tended the vacancies advertisement through November 14, 2001. In addition, staff mailed a <br />notice of the vacancies to 15 1 representatives of the faith community, schools and businesses. <br />Staff received applicants from the following residents: Todd Anderson, Mark Chapin, Larry Voeller and <br />Stephen Zom. On November 26, 2001 the City Council appointed Todd Anderson, Mark Chapin, Larry Voeller <br />and Stephen Zom to the Human Rights Commission. Their terms will expire March 3 1, 2002. <br />Furthermore, following the October e�tension, the Chair resigned (term expires 3/3 1/04). Due to the pending <br />holiday, the City Council directed staff to advertise for this vacancy from December 5, 2001 through January <br />30, 2002. <br />The City received three applications for the one vacancy and copies of the applications are attached. <br />Policv Implications: <br />In November 2000, the City Council waived the appointment process set forth in Resolution 9372 (see attached) <br />and filled commission vacancies through a ballot process. Previous to that, the City Council conducted in <br />person interviews. <br />Staff seeks direction from the City Council as to how the applicants will be evaluated to fill the vacancy on the <br />Human Rights Commission. <br />Council Action Reauested <br />Motion Directing Staff to Organize the Assessment of the Three Applicants for the One Vacancy on the Human <br />Rights Commission. <br />Attachments: Community Participation and Consultation Policy <br />Resolution 93 72 <br />�: • <br />� <br />
