REQUEST FOR COUNCIL ACTION
Department Approval: Manager Reviewed:
DATE: 2/22/02
ITEM NO: A-3
Agenda Section:
Item Description: Authorization to Apply for a State of Minnesota Outdoor Recreation
Fund (DNR) Grant for Rosebrook Park Pathway
BACKGROUND
The Minnesota Department of Natural Resources Minnesota Outdoor Recreation Fund is a
program to assist local communities in their attempts to provide recreational amenities for
their citizens. The Parks and Recreation staff and Commission have identified the
Rosebrook Park pathway as an important project to complete. Attached is a copy of the
grant application for the Rosebrook Park pathway.
POLICY OBJECTIVE
The attached proposal is consistent with the policy of leveraging other public and private
resources to obtain funding to offset the costs of development. It is also consistent with the
Roseville Parks and Recreation System Plan, the Pathway Plan and the City's efforts as
outlined in the Vista 2000 goals to improve the pathway system in Roseville.
FINANCIAL IMPLICATIONS
The City must provide at least matching funds of $12,500. These moneys are being
proposed to be taken from the 2003 PIP program.
STAFF RECOMMENDATION
Based on the recommendation of the City of Roseville Parks and Recreation Commission,
the Parks and Recreation System Plan, the Roseville Vista 2000 Plan, the Roseville Pathway
Plan and the Rosebrook Park Master Plan, staff recommends that the City submit a grant
application to the Minnesota Department of Natural Resources Outdoor Recreation Program
for a Pathway Grant for $25,000 of which the City would pay $12,500 for the development of
a pathway around Rosebrook Park.
COUNCIL ACTION REQUESTED
Motion authorizing the City staff to submit a grant application to the Minnesota Department of
Natural Resources Outdoor Recreation Program for a Pathway Grant for $25,000 for the
development of a pathway around Rosebrook Park.
