B. <br />��� <br />� <br />City Council Minutes <br />Work Session -� Regular Meeting <br />February 4, 2002 <br />The City Council met on the above date with all members present 6:33 p.m. <br />(voting order): Kough, Schroeder, Klausing, Maschka, Kysylyczyn. Roll Call <br />Absent: none. <br />Work Session <br />L Review of Regular Meeting Agenda <br />Maschka objected to the proposed language in item VI. D, Table VI. D. <br />dealing with Council-Staff communication. Kysylyczyn <br />suggested that Jamnik study the proposed language. Kough <br />commented about whistle blowers and the chain-of-command. <br />Klausing commented on general communication with citizens, <br />including employees. Kysylyczyn asked about our policy for <br />handling grievances against the City Manager. Kysylyczyn <br />suggested tabling this item while Jamnik researched further. <br />Kysylyczyn answered questions about item VIII. E, involving <br />the membership dues for the I-35W Corridor Coalition and the <br />special membership assessment for a GIS Coordinator. Welsch <br />explained the I-3 5 W Coalition membership. Klausing asked <br />about the history of the Coalition. Maschka commented on the <br />history of the Coalition. Maschka expressed skepticism about <br />continued studies with no initiated projects. <br />IL Additional Staff Presentations <br />A. Potential Impact of the State Budget Crisis on the Impact of <br />City of Roseville's Budget State Budget Crisis <br />Miller discussed the projections about the current State <br />budget crisis. He explained the Governor's proposal and <br />its two principal impacts on Rosev��l��: <br />Maschka asked about the market value homestead credit. <br />Kysylyczyn suggested a Council resolution in support of <br />the elimination of LGA. <br />Kough asked about the long-term effect of losing LGA. <br />
