A. <br />��)►1�1J11 ���proval: ,� �� � Agenda Section: <br />LAND USE <br />Iter�i Description: A request by the 1�Iinnesota State Fair for an Interim Use Permit for seven <br />park & ride lots in Roseviiie (PF3370). <br />1.0 PROJECT REVIEW: <br />1.1 The Minnesota State Fair seeks Interim Use Permits to allow the operation of park & ride lots <br />on seven properties in Roseville during the State Fair (two weeks in late August and early <br />September). The properties include Bethany Baptist Church, Church of Corpus Christi, Grace <br />Church of Roseville, Roseville Covenant Church, Roseville Area High School, St. Michael's <br />Lutheran Church, and The Church of St. Rose. <br />1.2 Each site would have a specific Interim Use Permit designed around current conditions and <br />proximity to adjacent residential properties, and be allowed for an initial five-year time frame. <br />PROJECT REVIEW HISTORY <br />. Application submitted on December 17, 2001 <br />. Determined complete on December 26, 2001 <br />. 60-day review deadline on February 12, 2002. <br />• 60-day extension approved January 28, 2002 till April 17, 2002 <br />. Staff Recommendation: Approval w/conditions — February 6, 2002. <br />. Planning Commission Action: Approval w/conditions — February 6, 2002. <br />. City Council Action — March 4, 2002 <br />2.0 SU1�TI�TARY OF RECOI�TI�TENDATIONS: <br />2.1 The Community Development Staff recommends approval of the request by the Minnesota <br />State Fair for seven site specific Interim Use Permits with the conditions indicated in Section 7 <br />of this project report. <br />2.2 The Planning Commission, on February 6, 2002, recommended approval w/ conditions. <br />3.0 SUGGESTED ACTION: <br />3.1 By motion recommend approval of seven site specific Interim Use Permits for the Minnesota <br />State Fair, subject to the conditions listed in Section 7 of this project report. <br />3.2 Action on request can be individually (seven separate motions) or combined in a single motion <br />(if conditions are the same for each). <br />Project specifics, staff findings, and detailed recommendation are found on following pages. <br />PF3370 RCA (03/04/02) — Page 1 of 6 <br />
