CITY OF LAUDERDALE <br />ASSESSMENT POLICY MANUAL <br />4. Exceptional Cases. In cases where exceptional and unusual <br />circumstances exist, the City Council may determine that a hardship exists <br />despite the fact that the minimum income requirements as defined in this <br />section do not exist. Such cases shall be decided by the City Council on a <br />case-by-casebasis. <br />B. INTEREST <br />Interest will be charged on any assessment deferred pursuant to this policy at a rate <br />equal to the rate charged on other assessments for the particular public improvement <br />project that the assessment is financing. <br />C. TERMINATION OF DEFERMENT <br />The option to defer the payment of special assessments pursuant to this Ordinance <br />shall terminate and all installment amounts previously deferred, plus applicable interest, <br />shall become due upon the occurrence of any of the following events: <br />. Request of the property owner <br />. Death of the property owner 65 years of age and older, providing the surviving <br />owner is otherwise not eligible for the deferral <br />. Sale, transfer, or subdivision of the property or any part thereof <br />. The City determines that the hardship no longer exists <br />. The property, for any reason, loses its homestead status <br />SECTION 13: FINANCING <br />A. AUTHORITY <br />At any time after one or more improvements are ordered, the City Council may issue <br />obligations in such amount as it deems necessary to defray in whole or in part the costs <br />incurred and estimated to be incurred in making the improvements. <br />23 <br />
